It causes an immediate wave of distress for the entire neighborhood. How can an operation meant to systematically organize the public space completely fail to recognize a cherished, harmless fixture that was never a threat to anyone?

Wishing for a community that values life when the actual execution can cause an innocent animal to perish in front of his helpless owners looks exactly like the distressed neighborhood residents standing by a faded water bowl, wondering why a grand new cataloguing system had to destroy a cherished family companion right outside his own front gate.
